PRESIDENT:In this book—Germany Plots With The Kremlin—I haveassembled documents exposing the ominous situation which hasdeveloped out of our German policy. This policy is leading outpeople into a trap which has been carefully prepared by Germanplanners. The very freedom and independence of America is atstake, as revealed by these documents.While the free world is busy organizing its strength in thestruggle against the Soviet bloc, Germany's geo-political masterminds have quietly sharpened the weapons from their time-tested arsenal of Realpolitik. They have mapped out a bold planaimed at undoing our military victories. They hope to achievethis goal by a treacherous sellout of Europe to Moscow, a schemeviiviiiGERMANY PLOTS WITHTHE KREMLINthat would entail economic and political disaster for the UnitedStates.As a political analyst who has spent a lifetime in fightingGermany's bid for world conquest in two world wars, I see theold plot emerging again in the words and deeds of the newGermany. The Bonn Republic, under Dr. Adenauer, pursues thesame pattern which was applied so successfully under theWeimar Republic. Again the German leaders profess their at-tachment to the West in order to extract from the American tax-payer billions of dollars. Once we have enabled Germany torecapture her pre-war military strength she will again offer it toMoscow as her contribution to the common front against theWest.We have not learned our lessons from the past. Twice withina generation we went to war in order to stop German aggression.Each time we gained military victory, only to throw it away bymaking Germany strong again as a "bulwark against the East".That policy has always backfired against its architects. This wasproven in 1922 at Rapallo, and in 1939 in the Moscow-BerlinPact.After World War I, the United States put Germany back onher feet with generous political concessions and huge loans. Butshortly thereafter the German industrialists, politicians andgenerals turned toward Moscow and made their economic, polit-ical and military deals against the West.If the Germans have their way it will happen again. If eventstake that course, then the United States will indeed be faced withthe greatest disaster in her history. All of our planning since1945 will have turned out to be the preparation which hastensour economic and political suicide.Mr. President, there is no one alive today who is more awareof the importance of the German problem than yourself. Eightyears ago you saw the consequences of their actions at first hand.There is not the slightest proof that their behavior and politicaloutlook have changed or that they can be considered a reliable
